Principal - Project Delivery
Our principal is an experienced leader in water infrastructure delivery, with over 20 years of experience across both contractor and client-side roles. His expertise spans the full water asset lifecycle, including bid management, capital works planning, project execution, and long-term asset management.
He is known for his strategic thinking, strong stakeholder engagement, and ability to guide complex projects toward successful outcomes. His broad experience enables him to support clients in risk management, procurement, and end-to-end delivery of essential water infrastructure.
Specialties: Water asset lifecycle management, capital project leadership, risk and delivery strategy, bid leadership.

Principal – Engineering and Design Management
To brings over 12years of experience in water and wastewater engineering, with a strong foundation in both technical design and project delivery. His integrated approach ensures that engineering solutions are not only technically sound but also practical for construction and long term operation.
With a reputation for detail-oriented planning and collaborative leadership, To helps bridge the gap between design consultants, delivery teams, and asset owners. His experience covers treatment plant upgrades, network design, transfer system design, and major capital programs.
Specialties: Water and wastewater design, multidisciplinary engineering coordination, delivery assurance, lifecycle planning. Adopting experience from other industries to the water & wastewater industry.
Matt Watkins
Business Development and Bid Management/Procurement
Matt has 22 year’s International Mechanical Engineering broad sales and construction experience in the Water, Power Generation, Oil & Gas, Energy, Defence and Infrastructure sectors. A professionally qualified chartered engineer, he has spent the last 15 years of his career in a front-end business development and tendering/project development roles with constructors.
Matt is a highly motivated, accountable business development professional who is focused on delivering results for SUMO by collaborative relationship building to generate strategic plans, opportunities and develop successful future projects. Matt also has a large amount of experience in Mechanical, Civil, Electrical procurement in the water sector to drive cost efficient and winning value for money priced tender submissions and pricing during project/TOC development.
Specialties: Sales & Growth Strategy, Bid Management and Building Client Relationships, Miller Heiman Strategic Selling, Bidding and Business Winning Process including Shipley. ECI Procurement Processes, Specialist Civil, Mechanical and Electrical Procurement during tendering, independent review or advisory services.

Associate Electrical Engineer
